What is INOBIS?
INOBIS is an integrated online application and information system for international student applicants. INOBIS is one of 45 model projects throughout Germany by the German Academic Exchange Service (DAAD) as part of its "Programme to promote internationalisation structures in German higher education" (PROFIS) with funding from the Ministry of Education and Research (BMBF).
INOBIS is a collaborative project by the institutions in the state of Hesse belonging to the uni-assist network and uni-assist e.V..

How do I find international courses that need little, if any, knowledge of German?
The database from the DAAD includes all international courses and provides information about required language skills. Specially for institutions in the state of Hesse, there is the English-language site Hesse Universities New York which provides information about English-language programmes at the institutions in Hesse.
